Why it holds up
The cage is what they see first
Black and white stripes against a black cage hold their shape under a porch light, and the red eyes carry further than the body does. From the curb people see the cage first, then whatever is moving inside it.

It hangs from cords, so a porch beam, a shepherd's hook or a low branch all work. Set it at head height over the walkway and everyone coming for candy has to pass under it.
